Naval Sea Systems Command (NAVSEA) is hereby issuing a Request for Proposal (RFP) for the construction and delivery of up to six (6) commercially available Yard Oiler, Non-Self Propelled (YON) fuel oil barges and associated supplies and services under NAICS code 336611. The associated supplies and services consist of: technical data package; vendor recommended spare parts; crew familiarization; and packaging and delivery to various locations worldwide.

This procurement is being solicited as a Total Small Business Set-Aside, pursuant to FAR 19.5. Pre-Solicitation Notice N00024-22-R-2244 and was previously posted to the SAM.gov website. The RFP and associated attachments in this announcement supersede all previous documents made available to the public.

Background
The Naval Sea Systems Command (NAVSEA) has issued a Request for Proposal (RFP) for the construction and delivery of up to six commercially available Yard Oiler, Non-Self Propelled (YON) fuel oil barges and associated supplies and services. The procurement is being solicited as a Total Small Business Set-Aside. The RFP and associated attachments in this announcement supersede all previous documents made available to the public.

Work Details
The RFP is soliciting firm-fixed price (FFP) proposals for commercially-available Fuel Oil Barges (YONs) designed and built to commercial standards. The base requirement is for two YONs with contract options for up to four additional YONs; packaging and delivery; crew familiarization; and PIO spares. The RFP requirements are detailed in the attached YON Requirements Matrix and include items such as Data for CLIN, Delivery of Craft, Crew Familiarization, Technical Data Package (TDP), Inspection and Acceptance Terms, Deliveries or Performance, Foreign Shipyard Construction Prohibition, Additional Insurance Provisions, and more.

Place of Performance
The geographic locations for delivery of the YON fuel oil barges include NAVSUP FLC Yokosuka Site Sasebo in Sasebo, Nagasaki Prefecture, Japan; NAVSUP FLC Norfolk Fuel Department (Craney Island) in Portsmouth, VA; and NAVSUP FLC Puget Sound Manchester Fuel Department in Port Orchard, WA.
