Page 2 of 2 The Department of Veterans Affairs (VA,) Office of Construction and Facilities Management (CFM,) at 425 I Street, NW Washington DC is issuing a pre-solicitation notice for a Design-Bid-Build Construction Project for Cape Canaveral National Cemetery Phase 5 Expansion. This solicitation will be 100% set aside for Service-Disabled Veteran Owned Small Businesses under Solicitation Number 36C10F20R0017. The purpose of this project is to complete a cemetery expansion that will increase the burial capacity of Cape Canaveral National Cemetery for eligible veterans and their dependents in the Brevard County Florida area. This project will develop approximately 30 acres for the Phase 2 gravesite expansion at Cape Canaveral National Cemetery, providing for an additional 10 years of full-option burial capacity to provide approximately 32,200 gravesites, including both casket and cremation sites in new burial sections. This project will provide the following elements and features: Interment areas (burial sections), including casketed remains of approximately 7,400 pre-placed crypt full casket gravesites, oversized casket section (one burial section) of approximately 300 oversized pre-placed crypt full casket gravesites, cremated remains of approximately 12,300 pre-placed urn crypts with integral headstone support boxes, garden niche, or terrace sites and approximately 12,200 columbarium niches; access roads and parking; grading, drainage, and landscaping; signage and site furnishings; irrigation of new burial sections; protected habitat preservation, wetlands, and mitigation; and geographic information system (GIS) site integration extension into the Phase 2 area. The approximate project duration will be 1,100 calendar days from Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $39.5 Million. CFM is considering conducting this acquisition as a best value with tradeoffs in accordance with FAR Part 15, Contracting by Negotiation. This notice is not a request for competitive offers. The Department of Veterans Affairs (VA,) Office of Construction and Facilities Management (CFM) intends to publish the upcoming Request for Proposals (RFP) and all subsequent amendments to this RFP through the website. By registering at, Offerors will have access to these notifications, as well as downloadable plans, specifications and amendments, which will be available only electronic format. It is the Offeror's responsibility to actively monitor the website for any amendments to the RFP. Offeror's must be listed in the Vendor Information Pages at and be currently registered in the System for Award Management, CFM plans to issue the solicitation towards the middle of March 2020. Offerors may submit proposals with or without a Project Labor Agreement (PLA.) The PLA shall fully conform to the FAR Subpart 22.5 Project Labor Agreement for Federal Construction Projects and submitted in compliance with FAR 52.222-33 and FAR 25.222-34. No additional points or weight will be assigned to proposals submitted with a PLA in consideration of a proposal for award.
