Background
The Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM) anticipates awarding a Firm-Fixed-Price contract for the Phase 3 Development project located at Tahoma National Cemetery, Kent, WA. The procurement is set-aside for SDVOSBs utilizing a tiered evaluation approach, including other than small businesses, to minimize delays in the re-solicitation process. The VA Veterans First Contracting Program applies to this solicitation.

Work Details
The contractor shall provide all labor, materials, equipment, and supervision for the construction as shown on the plans, specifications, Scope of Work (SOW), and supporting documents included in the solicitation package. The work includes development of Tahoma National Cemetery Phase 3 Expansion at Project 919-2010. The project involves construction tasks such as earthwork, masonry, irrigation system installation, and coordination of temporary and permanent utility services.
The technical approach should demonstrate capabilities to complete the project on time and within budget with minimal interference to existing cemetery operations and visitors during expansion construction.

Period of Performance
The performance period is mandatory negotiable. The contractor shall begin performance within calendar days and complete it within calendar days after receiving the award notice to proceed.

The construction projects will be performed at Tahoma National Cemetery located at 18600 SE 240th Street, Kent, WA 98042.
