Description

Ft. Logan National Cemetery Phase 1A Expansion (Construction FY23) Project No. 888-043 THIS PRE-SOLICITATION NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS The Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM), is issuing a Pre-solicitation Notice for a construction requirement for Phase 1A Expansion project located at Ft. Logan National Cemetery, 4400 W Kenyon Ave., Denver, CO, 80236.

This procurement is a 100% set-a-side for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns and will be released under Solicitation Number 36C10F23R0013. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $45M. The estimated magnitude for this project is between $20M and $50M. VA intends to conduct this acquisition in accordance Federal Acquisition Regulation (FAR) Part 15.101 Best Value Continuum and FAR Part 15.101-2 Tradeoff Process.

Offeror's must be listed in Veteran Small Business Certification (VetCert) at https://veterans.certify.sba.gov/#search and be currently registered in System for Award Management (SAM) database at www.sam.gov.

VA intends to issue the solicitation in 15 to 45 calendar days from this notice.

Background

Logan National Cemetery, 4400 W Kenyon Ave., Denver, CO, 80236. This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns and will be released under Solicitation Number 36C10F23R0013. The estimated magnitude for this project is between $20M and $50M. Work Details
The purpose of this Phase 1A Expansion project for Ft. Logan National Cemetery is to enable the existing national cemetery to continue to provide burial services for eligible veterans in Colorado. This project will develop approximately 15 acres of land for the Phase 1 gravesite expansion at Ft. Logan National Cemetery, providing approximately 38,546 gravesites, including both casketed and cremation sites.
The project duration is 730 calendar days from the Notice to Proceed.
The construction tasks include interment areas, access roads and parking, grading, drainage, landscaping, signage and site furnishings, utilities infrastructure development, irrigation system extension, installation of new skidded irrigation pump house unit, construction of wet well and adjacent retaining wall, temporary material storage bins provision, removal/reuse of existing soil stockpile, erosion control measures compliance, property line fencing installation, state/local construction permitting acquisition, protected habitat preservation efforts, construction yard establishment and resident engineer trailer space provision.
