Background
The Orlando VA Health Care System (OVAHCS) is seeking a Design-Build (DB) firm to provide professional design services for the connection to a reclaim water main and the paving of an existing parking lot at the Lake Baldwin Campus. This project aims to enhance the irrigation system by utilizing reclaimed water, aligning with environmental regulations and sustainability goals.

Work Details
The contractor will provide all labor, materials, tools, equipment, supervision, and design-build services necessary for the following tasks:

1. Connection to Reclaim Water Main:
- Install new piping, fittings, valves, pumps, flow sensors, electrical wiring, and controllers to connect the irrigation system to the City of Orlando’s incoming reuse utility feed.
- Conduct a ground-penetrating radar survey prior to excavation.
- Ensure compliance with City of Orlando Engineering Standards Manual and obtain necessary permits.

2. Parking Lot Expansion:
- Pave an existing gravel parking lot with asphalt and stripe it for parking spaces.
- Construct an additional entry point on the north side of the lot.
- Provide drainage calculations and plans as required for obtaining an Environmental Resource Permit (ERP) from SJRWMD.
- Ensure that the design accommodates large, small, and accessible vehicles while adhering to local codes.

Period of Performance
The contract period of performance is 661 calendar days after Notice to Proceed (NTP) issuance. The design phase must be completed within 347 calendar days from NTP issuance, followed by a construction phase lasting no more than 314 calendar days from design completion.
