Background
The Department of Veterans Affairs is issuing a solicitation for the construction project titled 'Replace Boilers and Boiler Plant' at the Central Texas Veterans Health System, specifically at the Olin E. Teague Veterans' Medical Center in Temple, Texas.

The goal of this contract is to replace the existing boiler plant and integrate new systems to enhance energy efficiency and service delivery for the facility. This project is part of a competitive procurement set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), emphasizing the commitment to support veteran-owned enterprises.

Work Details
The contractor will be responsible for providing all labor, materials, equipment, supervision, and testing services necessary to complete the project as outlined in the contract documents. Key tasks include:
1. Replacement of the existing boiler plant (Building 58) and integration into the steam system.
2. Construction of a new 13,700 square foot Energy Center that will service the entire Temple VAMC.
3. Coordination with existing utilities and systems including telephone, data, electrical, medical gas, emergency power, alarms, and other critical infrastructure.
4. Compliance with all applicable regulations including OSHA standards and local building codes.
5. Demolition and renovation work must minimize disruption to adjacent workspaces.
6. The contractor must ensure that all work adheres to the specifications provided in the statement of work and related documents.

Period of Performance
The contractor shall begin performance within 10 calendar days after receiving award notification and is required to complete all work within 485 calendar days.

The construction projects will be performed at Olin E. Teague Veterans' Medical Center located at 1901 Veterans Memorial Drive, Temple, Texas 76504.
