Solicitation: 36C25225R0004 Project: 585-21-115 Replace Boiler Plant Place of Performance: Oscar G. Johnson VA Medical Center 325 East H. Street Iron Mountain, MI 49801-4760 The action is a pre-solicitation notice of a forthcoming, Request for Proposal construction solicitation for Project 585-21-115 Replace Boiler Plant. THIS ACTION IS A 100% SERVICE-DISABLED, VETERAN-OWNED, SMALL-BUSINESS SET-ASIDE. The Oscar G. Johnson Veteran Affairs Medical Center (OGJ VAMC) is a primary and secondary level medical care facility serving the largest geographic patient service areas east of the Mississippi River, serving approximately 20,000 Veterans annually and employs over 500 health care professionals. In January 2022, a Master Steam Plan Study was conducted to evaluate the current boiler plant, steam distribution and condensate return systems for reliability, capacity, efficiency, useful life expectancy. After reviewing the study, based on the age of the existing boilers (+40 years), overall age, and space limitations of the 1950 boiler plant structure, the Facilities Management Department proposed constructing a new boiler plant for the facility. Work will include various construction trades for a renovation of existing facilities and the addition of approximately 7,000 GSF to the west face of the existing boiler plant to house three new boilers. The Independent Government Estimate for the construction phase of this project includes the following breakdown. General Construction (architectural, structural, exterior, civil, demolition, etc.) 42% Mechanical 41% Electrical, telecom, security 14% Plumbing 2% Fire Protection 1% The contractor shall complete all work including submittals, reviews, quality assurance, and closeout no later than 730 calendar-days from the Notice to Proceed (NTP). Contractor must plan accordingly to maintain the contractual period of performance. This schedule includes submittals, submittal reviews, material lead-time, installation, testing and balancing, punchlist inspections/ corrective action, training and standard closeout. This project is classified under NAICS Code: 236220 (Commercial and Institutional Building Construction) with a small-business size limit of $45 Million. IAW VAAR 836.204, the magnitude of construction for this work is between $20,000,000 - $50,000,000 Part 836 - Construction and Architect-Engineer Contracts - Office of Acquisition and Logistics (OAL) (va.gov). In accordance with FAR 19.301-1, at the time the offer is submitted and prior to award of any contract, the offeror must represent to the contracting officer that it is a Small Business concern under the North American Industry Classification System (NAICS) code assigned to the acquisition. Additionally, all eligible firms must be registered and current in the System for Award Management (SAM) database in order to be evaluated and eligible for contract award. Background
The Oscar G. Johnson Veteran Affairs Medical Center (OGJ VAMC) is a primary and secondary level medical care facility serving the largest geographic patient service areas east of the Mississippi River. It provides care to approximately 20,000 Veterans annually and employs over 500 healthcare professionals.

A Master Steam Plan Study conducted in January 2022 evaluated the current boiler plant and its systems for reliability, capacity, efficiency, and useful life expectancy. Based on the findings, which indicated that the existing boilers are over 40 years old and considering the limitations of the current boiler plant structure from the 1950s, the Facilities Management Department proposed constructing a new boiler plant.

Work Details
The project involves various construction tasks including renovation of existing facilities and adding approximately 7,000 gross square feet (GSF) to the west face of the existing boiler plant to accommodate three new boilers. The Independent Government Estimate for construction includes:

- General Construction (architectural, structural, exterior, civil, demolition) at 42%
- Mechanical at 41%
- Electrical/telecom/security at 14%
- Plumbing at 2%
- Fire Protection at 1%.

The contractor is responsible for all work including submittals, reviews, quality assurance, and closeout within a specified timeframe.

Period of Performance
The contractor shall complete all work no later than 730 calendar days from the Notice to Proceed (NTP). This includes planning for submittals, material lead-time, installation, testing and balancing, punchlist inspections/corrective action, training, and standard closeout.
