Presolicitation Notice Presolicitation Notice Page 3 of 3 650-19-100 Replace Boilers in Building 10 VA Medical Center 830 Chalkstone Avenue, Providence, RI 02908 Procurement Number: 36C24122R0084 This is a pre-solicitation notice synopsizing an upcoming competitive solicitation satisfying the requirements of FAR 5.201 and FAR 5.203. An invitation for Request for Proposals (RFP) will be posted on or about May 27, 2022. The VA Medical Center located in Providence, RI, has a requirement for a Firmed Fixed Price construction project that requires a general contractor to provide all labor, materials, tools, equipment, permits, and supervision necessary to perform work under the 650-19-100 Replace Boilers in Building 10 project. The general scope of this project is to prepare the site to include demolition, removal of existing structures for the replacement and installation of boilers, associated equipment and construct a new two (2) story addition on the south side of the existing building as required by drawing and specifications. A total of three (3) new fuel efficient, dual fueled (fuel oil and natural gas) high pressure, water boilers to provide 118psi high quality steam services to the existing campus steam distribution system configured for redundancy along with complete new state-of-the-art boiler and burner controls and a Supervisory Control and Data Acquisition System (SCADA) are required for this facility. This project must be compliant with the Department of Veterans Affairs Physical Security and Resilience Design Manual (PSDRM), Section 6.3.1 for Mission Critical Facilities. The magnitude of this project is between $20,000,000 and $50,000,000. The NAICS code for this procurement is 237130 and the size standard is $39.5 million. The solicitation is being issued in the best value continuum described in FAR Part 15.101. A bid bond is required, and the bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million. This project is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses.
