Description

552-24-512 "Replace Steam Line - Buildings 115, 118, 400 at the Dayton VA Medical Center. Work to be performed
the Dayton VA Medical Center, 4100 W. Third St., Dayton, OH 45428.
The contractor shall furnish all labor, materials, and equipment necessary to complete new construction including, but
is not limited to, architectural, mechanical, electrical, and plumbing requirements as shown on drawings and
specifications. All work shall be conducted in complete accordance with the project Statement of Work (SOW),
specifications, drawings, terms of the contract and follow Infection Control Risk Assessment (ICRA) requirements.
Period of Performance (POP) is within 120 calendar days from issuance of the Notice to Proceed.
Project magnitude is between $2,000,000.00 and $5,000,000.00.
This is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). Responding SDVOSBs MUST be
classified as a small business under the relevant North American Industrial Classification Standard (NAICS) code and
MUST be registered and verified in the following websites: https://veterans.certify.sba.gov, and https://sam.gov,
to be eligible for award. Offerors MUST ensure registration in these websites are accurate, complete, and have not
expired prior to bid due date.
The NAICS code assigned to this construction project is 238220, Plumbing, Heating and Air Conditioning Contractors, is
considered "Special Trade Construction Contractors" and has a small business size standard of $19 million.
A site visit will be conducted on May 22, 2025, at 1:00 P.M., local time. See FAR 52.236-27 for details. Although
attendance is not mandatory; it is highly encouraged. No additional site visits will be scheduled.
Compliance of VAAR 852.219-73, (page 45) and Fill-in of VAAR 852.219-75 (page 49) is mandatory.
Fill-in of VAAR 852.219-73 and VAAR 852.219-75 (as a Special Trade Construction Contractors) must be completed and are
required for the bidder to be considered for award.
Request For Information (RFIs) are due on May 30, 2025 at 11:00am local time. SF1442 Block 17 (Continuation), you shall
insert your Cage Code, SAM.gov Unique Entity ID (UEI), Tax ID Number, Email, and fill in
your Bid Prices on the appropriate lines.
The solicitation includes statement of work (SOW), specifications, drawings, wage determination, and other items by
attachment (See list at end of this document, page 73)

Background
The Department of Veterans Affairs is issuing this contract for the replacement of steam lines at the Dayton VA Medical Center, located at 4100 W. Third St., Dayton, OH 45428. The goal of this contract is to ensure the proper functioning of steam lines in buildings 115, 118, and 400, which is critical for the facility's operations. This project is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), emphasizing the agency's commitment to supporting veteran-owned enterprises.

Work Details
The contractor shall furnish all labor, materials, and equipment necessary to complete new construction including architectural, mechanical, electrical, and plumbing requirements as specified in the drawings and Statement of Work (SOW). Specific tasks include:

- Removal and replacement of asphalt and concrete;
- Installation of new precast sidewalk caps;
- Removal and replacement of 4" High Pressure Supply (HPS) and 2" High Pressure Return (HPR) steam pipes;
- Removal and replacement of stanchions, hangars, rollers, and expansion joints;
- Installation of new insulation on steam pipes;
- Installation of a new sump pump with electric to Building 115;
- Cleaning shallow trenches;
- Replacement of direct bury line;
- Testing newly installed high-pressure steam pipes; and
- Installation of three new ventilation turbines.

The contractor must field verify all measurements and ensure that all components match existing specifications. Minor excavation will be required at all buildings with road replacements adhering to Ohio Department of Transportation specifications. Security fencing and silt fencing around excavation sites are mandatory. Grading and grass seeding will be required after excavation work completion.

Period of Performance
The period of performance for this contract is within 120 calendar days from the issuance of the Notice to Proceed.

The construction projects will be performed at the Dayton VA Medical Center located at 4100 W. Third St., Dayton, OH 45428.
