Background
The Department of Veterans Affairs, Office of Construction and Facilities Management is issuing this Invitation for Bids (IFB) for the Phase 1B Expansion at Fort Logan National Cemetery, Project Number 888-043B. The project aims to address critical safety elements related to waterways, including dams, spillways, drainageways, and lakes, which are regulated by the State of Colorado. This procurement opportunity is set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms.

Work Details
The contractor will provide all management, supervision, labor, equipment, materials, and supplies necessary to complete the project. The work includes:

- General conditions and construction
- Modifications to dam spillways
- Alterations to roads and walks
- Grading
- Drainage
- Utility systems
- Water storage facilities
- Removal of existing structures
- Other necessary construction tasks as defined in the project plans and specifications.

The contractor must obtain all required state/local construction permits and conduct Protected Habitat Preservation, Wetlands, and Mitigation efforts as mandated by governing bodies. All work must be completed satisfactorily for custody transfer and acceptance by the National Cemetery Administration (NCA).

Period of Performance
730 calendar days from the Notice to Proceed.
