Background
The Department of Veterans Affairs is issuing this solicitation for the Upgrade Utility project at the Grand Prairie Clinic, located at 2737 Sherman Street, Grand Prairie, Texas. The goal of this contract is to provide necessary upgrades to the utilities serving the clinic, ensuring compliance with current building codes and VA standards. This project is set aside for 100% Service-Disabled Veteran Owned Small Businesses (SDVOSB) and has a construction magnitude estimated between $2,000,000.00 and $5,000,000.00.

Work Details
The contractor shall provide all necessary labor, materials, equipment, and supervision to perform all work described in the Statement of Work (SOW), drawings, and specifications. The scope includes:
1. Demolition and removal of existing materials;
2. Construction of a central plant servicing both the PACT Clinic and future Dental Clinic;
3. Installation of a new underground water distribution system;
4. Installation of four 60-ton air-cooled chillers and associated pumps;
5. Construction of heating systems with two boilers;
6. Installation of a new electrical distribution system including transformers and switchgear;
7. Civil work including utility yard development and driveway widening;
8. Storm sewer modifications;
9. Grading and drainage improvements;
10. Structural work involving masonry walls and concrete pads for equipment;
11. Compliance with applicable codes such as ADA, NFPA 70, and others as specified in the SOW.

Period of Performance
The period of performance for this contract is 548 calendar days from the date of Notice to Proceed (NTP).

Place of Performance
All construction activities will take place at the Grand Prairie Clinic located at 2737 Sherman Street, Grand Prairie, Texas.
