Correct FCA Deficiencies Construction - Solicitation

The contractor shall be responsible for all aspects of the project and each phase shall be subject to VA approval at designated project milestones. This project includes (but not limited to) all labor, materials, supplies, equipment, services, training, lighting, communications, security, operation and maintenance manuals, as built drawings, permits (if necessary), construction, installation, and commissioning.

Background
The Department of Veterans Affairs (VA) Consolidated Mail Outpatient Pharmacy (CMOP) is issuing this solicitation for construction services to address deficiencies identified in a Facility Condition Assessment (FCA) conducted in 2022.

The Tucson CMOP, located at 3675 E. Britannia Dr., Tucson, Arizona, fills and ships over 80,000 prescriptions per day for veterans and beneficiaries. This project aims to enhance the infrastructure and security posture of the facility.

Work Details
The contractor will be responsible for all aspects of the construction project, which includes but is not limited to: demolition of existing conditions; concrete work; metal framing; thermal and moisture protection; openings; finishes; plumbing; HVAC installation; electrical work; electronic safety and security systems; earthwork; utilities installation; and vehicle barriers.

Specific tasks include: separating the EES into a dedicated 2-hour fire rated secure room, modifying the EES for 100% backup, increasing fuel storage capacity for a 48-hour supply, providing a redundant EES with a second generator, adding HVAC under the mezzanine, connecting the fire line to a backflow preventer (Bid Option 1), and replacing the roof with a thermoplastic polyolefin membrane system (Bid Option 2). The work will be phased to minimize impact on CMOP operations.
