Background
The Western New York National Cemetery (WNYNC) is managed by the VA National Cemetery Administration (NCA) and provides burial space for eligible Veterans and family members. The NCA's mission is to honor Veterans with final resting places in national shrines and lasting tributes that commemorate their service to the nation. The NCA operates and maintains 131 national cemeteries, and the construction of new national cemeteries. The WNYNC is operated and maintained by local NCA staff and supervised by the Cemetery Director.

Work Details
The project involves a major construction project at WNYNC, Phase 1C, Pembroke, NY. It includes the construction of a new Maintenance Complex with a Material Storage Building, Pole Barn, Storage Yard, and Outsourced Contractor Yard. The Maintenance Building will have a 19-space parking lot, concrete sidewalks, and a relocated temporary committal shelter to serve as an employee break area. The Storage Yard will include a two-tank fueling station, trash dumpster area, security fencing and gates, and lighting.
The project also includes the construction of an Honor Guard building near Committal Service Shelter #1 with a lounge area, restrooms, locker room, and room with small arms vault to secure rifles and ammunition. The anticipated project duration is 540 calendar days for the Maintenance Complex and 120 calendar days for the Honor Guard building after notice to proceed.

Period of Performance
The anticipated completion including bid options of this project is 660 calendar days after 'Notice to Proceed' (NTP).
