This is a public synopsis of a forthcoming solicitation in accordance with FAR 36.213-2. This is NOT a solicitation, and no solicitation documents are currently publicly available. The Department of Veterans Affairs is seeking a contractor to perform work for the project titled Construct Consolidated Boiler Spaces at the Loch Raven VA Healthcare System s Campus in accordance with the drawings and specifications. Work includes but is not limited to demolition and removal of existing structures, architectural, mechanical, with a heavy concentration on plumbing, electrical, landscaping, etc required to completely prepare the site for building the Consolidated Boiler Spaces at the VAMC Loch Raven campus. The expected duration of this project is anticipated to be 730 calendar days after the Notice to Proceed. Competition for this procurement is restricted to SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). Estimated construction cost range is between $20,000,000 and $50,000,000. The firm must be a General Construction firm approved under NAICS: 238220 [Plumbing, Heating, and Air-Conditioning Contractors], size standard: $19.0 million. The offeror shall obtain all necessary licenses or permits required to perform this work in the State of Maryland. Prospective contractors must be registered and certified online with https://veterans.certify.sba.gov/ and must be registered at http://www.sam.gov in accordance with 38 CFR Part 74.2(f) and VAAR 819.7003 to be eligible for award. The Solicitation will be an Open Market RFP with Trade-Off Procedures, with the anticipated date of posting to SAM.gov between November 17th to November 28th, 2025. The solicitation shall clearly state which evaluation factors other than cost or price, when combined, are significantly more important than, approximately equal to, or significantly less important than the cost or price. Please note that any proposals submitted without all the stated evaluation factors shall be considered non-compliant and rejected accordingly. A site visit will be held approximately ten (10) days after the posting of the solicitation. These dates (solicitation posting and site visit) are an approximation, with the actual dates being stated in the posted solicitation.
