Project 621-20-107 Renovate Bldg.-200 - Wing D2 for Isolation Ward James H. Quillen VAMC Mountain Home, TN 37684 THIS IS A PRE-SOLICIATION NOTICE The Department of Veterans Affairs, Network Contracting Office 9 Central Region, 1639 Medical Center Parkway, Suite 400, Murfreesboro, Tennessee 37129 will be soliciting a Request for Proposals (RFP) In accordance with Federal Acquisition Regulation (FAR) 15.101-1 Past Performance-Trade-Off on or about 05/25/2023 for construction services for the following project: Project# 621-20-107, Renovate Bldg.-200-Wing-D2, for Isolation Ward at the Department of Veterans Affairs, James H. Quillen VAMC, Lamont Street and Veterans Way, Mtn. Home, TN 37684. SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) PROJECT MAGNITUDE: Between $10,000,000 and $20,000,000 NAICS: 236220 Commercial and Institutional Building Construction SMALL BUSINESS SIZE STANDARD: $45 Million PROJECT OVERVIEW: STATEMENT OF WORK Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for the renovation of approximately 12,000 sf of existing space on the Second Floor D-Wing (D2) of Building 200. This space was originally constructed as a patient ward in 1980 and is currently in use as an administrative space. The space is being planned to be renovated back into healthcare occupancy as an isolation ward. The new isolation ward is housing twelve patients within universal rooms to allow for critical, step-down, and acute care be delivered in the same room. All patient rooms are required to be designed as Isolation Rooms with anterooms. This will require the demolition of the entire existing space with care to maintain an existing duct that passes through the project area serving other spaces. 2. STATEMENT OF BID ITEM(S) A. ITEM I, BASE BID: Work includes general construction, alterations, necessary removal of existing structures and construction and certain other items. 1. Contractor will have 480 calendar days after NTP to complete. IMPORTANT NOTICE: Apparent successful offerors must have a current VETS 4212 report on file with the Department of Labor, registered in SAM, and must apply for and receive verification from the Department of Veterans Affairs Center for Veterans Enterprise (CVE) of their SDVOSB status in accordance with 38 CFR Part 74 and VAAR 819.709 by submission of documentation of veteran status, ownership and control sufficient to establish appropriate status, offerors must be both visible and verified by the Department of Veteran Affairs CVE at the time of submission of bid. Failure to be both verified by Veteran Small Business Certification, (VetCert) and visible on Veteran Small Business Certification (sba.gov) at the time of bid submission will result in the bid being deemed non-responsive. All offerors are urged to contact the CVE and submit the aforementioned requirement documents to obtain CVE verification of their SDVOSB status if they have not already done so. The Project Number, Project Name, and Solicitation Number must be included in the subject line of all questions related to this requirement. No questions will be considered until the actual solicitation is released on or about 05/25/2023.
