Background
The Department of Veterans Affairs is issuing this solicitation for a project to upgrade the Pharmacy IV Mixing Rooms at the Lee County VA Clinic in Cape Coral, Florida. The goal is to achieve compliance with USP 797 and USP 800 standards, which govern sterile and hazardous drug compounding environments.

The existing IV mixing rooms do not meet current regulatory standards for air quality, pressurization, hazardous drug containment, or workflow safety. This project is critical to ensure safe medication preparation for Veterans and staff.

Work Details
The contractor shall provide all labor, tools, and materials necessary for the following work: a Bid-Build project to upgrade the Pharmacy IV Mixing Rooms to comply with USP 797 and USP 800. Specific tasks include:
1. Site preparation including demolition and alterations as required.
2. Construction, mechanical, electrical, and architectural upgrades to bring Rooms 1B164, 1B165, and 1B166 into full compliance.
3. Implementation of a VA-required Security Plan covering physical and administrative security.
4. Coordination of construction activities with minimal disruption to ongoing medical operations.
5. Maintenance of continuous utility services during construction.
6. Testing and commissioning of all systems prior to final acceptance.
7. Documentation of as-built conditions and submission of operation and maintenance manuals for installed equipment.

Period of Performance
The contract performance period is set for 270 calendar days after receipt of the written Notice to Proceed.

Place of Performance
Lee County VA Clinic, 2489 Diplomat Parkway East, Cape Coral, FL 33909.

Incumbent Analysis (see Incumbents section for more detail)
The solicitation appears to have a closely related prior contract for the same location and project scope: Toland Mizell Molnar was awarded 36C24819D0019-36C24823N0306 (FY22 STATION (PROJ: 516-22-112) AE - UPGRADE PHARMACY IV MIXING ROOM TO MEET USP 797/800 (LC)) valued at $140,567 with performance from 02/03/23 to 12/18/25. The current effort references the same project identifier (516-22-112) and similarly targets upgrades to the Pharmacy IV Mixing Rooms for USP 797/USP 800 compliance, suggesting the work may be a continuation or follow-on phase addressing additional rooms, design-to-build completion, or remaining compliance gaps.
