EHRM Infrastructure Upgrades Tier 1 Construction 695-21-700 Milwaukee

INTRODUCTION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single firm-fixed-price contract for the design-bid-build EHRM Infrastructure Upgrades Tier 1 Construction project 695-21-700 at the Clement J. Zablocki VA Medical Center (VAMC) located in Milwaukee, WI. PROJECT DESCRIPTION The scope of this project includes but not limited to the following infrastructure improvements: Electrical (electrical panel upgrade, power (normal, emergency)), Bonding, UPS, Building Management System interfaces, assess for new and upgrades to existing HVAC, reconfiguration, expansion and renovation of existing space (demo, new construction, finishes), communication infrastructure (new Data outlets, patch panels, upgrade to Cat 6Acable) in buildings as necessary, physical security upgrades, assess and upgrade fiber infrastructure backbone campus wide within buildings and between buildings, install diversified path to datacenter for WAN, hazardous material abatement. Project Building locations include: Buildings 3, 4, 5,6, 7, 20, 43, 70, 97, 102, 107, 108, 109, 111, 112, 113, 115, 123, 144, 146, 147, 148, 150, 151, 152 and site. ADMINISTRATIVE The solicitation will be issued as a Request for Proposals (RFP) conducted in accordance with FAR Part 15 and will be evaluated in accordance with the tradeoff procedures listed in the solicitation. The solicitation will be issued as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued by early-mid January 2026. The period of performance is approximately 1,460 calendar days from the issuance of the Notice to Proceed (NTP). In accordance with VAAR 836.204, the magnitude of construction is between $50,000,000 and $100,000,000 (the project is on the lower end of this range).
