Background
The Fargo VA Health Care System is issuing this solicitation for project number 437-24-101, which involves the replacement of underground storage tanks (USTs) and the installation of a leak detection system. This project supports critical facilities and adheres to the Physical Security and Resiliency Design Manual (PSRDM), ensuring compliance with federal, state, and local codes as well as NFPA requirements. The goal is to minimize disruption to hospital services during construction.

Work Details
The contractor will provide all labor, materials, and equipment necessary to replace existing USTs #1, #2, #3, #4, #8 and aboveground storage tanks (ASTs) #4 and #5 on the Fargo VA campus. This includes designing flexible spill containment liners, tertiary containment barriers, waterproof manway covers, and Auto Tank Gauges (ATG) with integrated monitoring. Environmental assessments, soil boring tests, and geotechnical drilling at four VA site locations are required. A phasing plan must ensure zero downtime for existing backup generators with temporary power solutions. Additional work includes cathodic protection system design and semi-automatic pump clarification systems. The construction schedule must account for minimal impact on VA services and coordination with other contractors on site. Work hours are preferred between 6 AM – 6 PM to minimize disruptions.

Period of Performance
The total project timeline is estimated at approximately 18 months, including pre-construction planning, environmental review, construction & remediation, and final reporting. The work duration is approximately 540 days after the Notice to Proceed.
