INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build Electronic Health Record Modernization (EHRM) Infrastructure Upgrades Construction project at the Fargo VA Health Care System located at 2101 Elm Street, Fargo, ND 58102. PROJECT DESCRIPTION: Construction work shall include, but shall not be limited to providing all labor, materials, equipment, etc. necessary to complete Fargo VA Health Care System project 437-21-205, EHRM Infrastructure Upgrades Fargo, ND in accordance with the specifications, drawings, NFPA, local building codes, and other applicable requirements. The project shall include, but shall not be limited to demolition, new construction, plumbing, mechanical (HVAC), sprinklers/fire protection, electrical (lighting, power, systems, etc.), asbestos abatement, masonry work, structural work, and other work as required by the contract documents. This project upgrades the entire Fargo campus IT infrastructure to the latest VA and industry standards. Phasing and coordination shall ensure downtimes are kept to a minimum. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued in late May of 2022. The period of performance is approximately 365 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
