Background
The Department of Veterans Affairs, through the Network Contracting Office 17, is issuing this Request for Proposal (RFP) for the Upgrade Fire Alarm System Campus Wide at the Waco VA Medical Center. The goal of this contract is to replace the existing fire alarm system across multiple buildings to ensure effective fire detection and alerting capabilities. This project is part of the agency's mission to provide a safe environment for veterans and staff.

Work Details
The contractor shall provide all necessary labor, materials, equipment, and supervision to replace the existing fire alarm system in its entirety. The new system must ensure that all buildings communicate with the main Honeywell/Notifier panel located in Building 225, which will also communicate off-site to the Waco Fire Department. Key components include Notifier NFS2-3030 control panels, addressable smoke detectors (FSP-951 series), heat detectors, NBG-12LX pull stations, annunciators, and compatible power supplies. Installation must be performed by a licensed Notifier distributor.

The project includes general construction alterations, removal of existing fire alarm equipment, and installation of a complete operational Notifier fire alarm system across specified buildings:
- Base bid includes Buildings 4, 7, 90, 94, and 225;
- Bid alternate 1 includes Buildings 6, 8, 202, and 219;
- Bid alternate 2 includes Buildings 5 and 93.

The contractor must ensure that all work allows the Medical Center to remain operational at all times.

Period of Performance
The contract performance period is set for 365 days following the issuance of the notice to proceed.
