This is a public synopsis of a forthcoming solicitation in accordance with FAR 36.213-2. This is NOT a solicitation, and no solicitation documents are currently publicly available. The Department of Veterans Affairs is seeking a construction contractor to furnish all labor, tools, materials, equipment, supplies, and supervision for the project titled Cardiac Cath Lab Replacement Room 4A124 at the Washington DC Healthcare System, Washington DC in accordance with the drawings and specifications. The work includes but it is not limited to selective demolition, interior Architectural, Structural, Mechanical, Electrical and Plumbing systems, renovation of existing flooring, ceiling, wall finishes and related Mechanical, Electrical and Plumbing work necessary for a complete renovation. The Contractor shall also coordinate the installation of all systems or items that in the Contract Documents are required to be installed by others . The expected duration of this project is 240 calendar days. Competition for this procurement is restricted to SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). Estimated construction cost range is between $2,000,000 and $5,000,000. The firm must be a General Construction firm approved under NAICS: 236220 [Commercial and Institutional Building Construction], size standard: $45.0 million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in Washington DC. Prospective contractors must be registered and certified online with https://veterans.certify.sba.gov/ and must be registered at http://www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.7003 to be eligible for award. The Solicitation will be an Open Market RFP with Trade-Off Procedures, posted to SAM.gov on or about Thursday July 3rd, 2025. The solicitation shall clearly state which evaluation factors other than cost or price, when combined, are significantly more important than, approximately equal to, or significantly less important than the cost or price. Please note that any proposals submitted without all the stated evaluation factors shall be considered non-compliant and rejected accordingly. A site-visit will be held on or about two weeks after the posting of the solicitation. These dates are an approximation, with the actual dates being stated in the posted solicitation. The Contracting Officer for this project is Liana J Holland (Liana.Holland@va.gov). This is a SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE.
Background
The Department of Veterans Affairs is seeking a construction contractor to furnish all labor, tools, materials, equipment, supplies, and supervision for the project titled 'Cardiac Cath Lab Replacement Room 4A124' at the Washington DC Healthcare System.

The goal of this contract is to complete a comprehensive renovation of the cardiac catheterization lab in accordance with provided drawings and specifications. This procurement is specifically set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB).

Work Details
