Background
The Department of Veterans Affairs is issuing a SOLICITATION NOTICE for a Request for Proposal (RFP) firm fixed price Multiple Award Task Order Contract (MATOC). This acquisition is an 100% competitive Service-Disabled Small Business Set-Aside under NAICS 236220.

Work Details
This procurement effort is for construction and two-phase design-build services at Veterans Integrated Service Network (VISN) 17 station locations including, but not limited to, North Texas Veterans Health Care System (NTX) Dallas, TX, Central Texas Veterans Health Care System (CTX) Temple, TX, South Texas Veterans Health Care System (STX) San Antonio, TX, Valley Costal Bend Veterans Health Care System (VCB) Harlingen, TX, and all connected community based outpatient clinics (CBOCs). Contractors are expected to have the capability and qualifications to provide a wide array of construction services at locations specified. The MATOC will require contractors to furnish all labor, materials, equipment, and expert supervision needed to accomplish the work according to the design and specifications as required by the Dallas VA Healthcare System.
The period of performance for the MATOC IDIQ contract will have a five-year base period. The total guaranteed minimum quantity of service that will be acquired under the IDIQ contract is $2,000.00. The MATOC TOs shall have a minimum value of $2,000.00 and a maximum value of $20,000,000.00 and no dollar limit per year up to a cumulative maximum of $500,000,000.00 for the entire MATOC IDIQ contract term.

The period of performance for the MATOC IDIQ contract will have a five-year base period.

The geographic location(s) where the construction projects will be performed include North Texas Veterans Health Care System (NTX) Dallas, TX; Central Texas Veterans Health Care System (CTX) Temple, TX; South Texas Veterans Health Care System (STX) San Antonio, TX; Valley Costal Bend Veterans Health Care System (VCB) Harlingen, TX; and all connected community based outpatient clinics (CBOCs).
