Description

INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the EHRM Infrastructure Upgrades at the Iowa City VA Medical Center (VAMC) located at 601 US-6 W, Iowa City, IA 52246. PROJECT DESCRIPTION: The scope of this project includes but not limited to the following infrastructure improvements: Electrical (electrical panel upgrade, power (normal, emergency)), Bonding, UPS Building Management System interfaces, assess for new and upgrades to existing HVAC, reconfiguration, expansion and renovation of existing space (demo, new construction, finishes), communication infrastructure (new Data outlets, patch panels, upgrade to Cat 6A cable) in buildings as necessary, new space construction (utilities, foundation, shell space, walls, doors, finishes), fire suppression system, physical security upgrades, assess and upgrade fiber infrastructure backbone campus wide within buildings and between buildings, hazardous material abatement. Project Building locations include: Buildings 1, 2, 7, 16, 20, 40, 41, 42, 49, 50, 51 and site. The estimated period of performance for this project will be 365 calendar days from notice to proceed. This work includes, but is not limited to: Demolition: Demo walls, rooms, and utilities to make space for required IT closet expansions and relocations. Contractor shall remove from the VA site and dispose of all equipment and materials not scheduled to be reused. Construction of multiple new IT closets and relocation of existing ones. Pulling CAT6A cable from new closets to data drops in user rooms. Running fiber from new Data Center to all IT closets. Construction of new Data Center on the warehouse roof and associated MEP systems. Phasing, Off-Hours Work, or Major Shutdowns: - This project requires special attention to phasing/scheduling, off-hours work, maintaining construction barriers including Infection Control Risk Assessment (ICRA) requirements, coordinating work with VA occupied and unoccupied spaces, and protecting existing conditions. - Contractor to expect to complete work using two shifts for construction. VISN meetings has indicated that 2 shifts may need to be run to complete the project on time. The contractor is required to plan their means and methods and their scheduled work according to the contract documents. Contractor shall include off hours time based on impact to healthcare operations. Unless specifically indicated on the construction documents, all utilities shall remain operational during VA business. Contractor shall plan accordingly. ADMINISTRATIVE: The solicitation will be issued as a Request for Fee Proposal (RFP) conducted in accordance with FAR Part 15 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 million. The solicitation will be issued early to mid-March 2022. The period of performance is approximately 365 calendar days from the issuance of the Notice to Proceed. The Magnitude of Construction is expected to be between $20,000,000.00 and $50,000,000.00 (Note that the VAAR magnitude of construction is closer to the lower end of this range).
