Description

This notice is for Solicitation Number 36C24222R0025 Indefinite-Delivery Indefinite-Quantity (IDIQ) Flooring Project at Northport VA Medical Center, 79 Middleville Rd, Northport, NY 11768. This shall be a Service-Disabled Veteran-Owned Small Business Set-Aside (SDVOSB). As a result, all SDVOSB's may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 238330 and has a size standard of $16.5 Million. This project is for a base year plus four one-year options with a cost estimate range between $500,000 and $1,000,000. Scope of Work: The Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, related accessories, any preparatory work as required, and other items, and services necessary to perform removal, disposal, and installation of flooring as defined in this Statement of Work (SOW). This procurement includes installation of Carpet; Cove Base and Edge Strip; Luxury Vinyl Tile (LVT) Flooring; Ceramic Tile; Glazed Wall Tile and Trim Shape; Grout tile; Rubber Tile; Polished Concrete; Rubber Stair Tread, Tread-Riser, and Nosing; Epoxy Floor Covering; Transition Strips and Other Moldings; and Homogenous Sheet Goods. Unless otherwise noted, specific product requirements (size, pattern, color, performance, basis of design, etc.) will be provided in each task order Statement of Work (SOW). The Northport VAMC requires the floor coverings to be consistent (i.e., needs to match existing flooring as much as possible) throughout the medical center; therefore, ALL flooring samples shall be provided by the Contractor to the COR for approval prior to installation. Floor products must meet the Environmental Protection Agency's (EPA) Comprehensive Procurement Guidelines Program (for recycled content) or the U.S. Department of Agriculture Bio-Preferred Program (for biobased content). The Government will ensure all facilities that require removal of existing flooring under a specific work order will be free of asbestos hazards. Prior to the ordering of materials, or the scheduling of work, the Contractor shall obtain from the Contracting Officers Representative (COR) written notification and certification that the work area and all materials affected by his work, either through exposure or potentially disturbed during demolition or other work process, are free from asbestos and asbestos containing materials. This includes, but is not limited to, legacy flooring tile or coverings and adhesive which may have been used. The Contractor is not responsible for the discovery, testing, or abatement of asbestos or asbestos containing materials. If, through the course of work, the Contractor has a suspicion that asbestos or asbestos containing materials may be present, the Contractor is to immediately stop work and notify the COR of the suspicion. Work shall not continue until the area is properly investigated, tested, and cleared to continue work, which shall be the responsibility of VA. All other details and information shall be contained in the solicitation which shall be posted on https://beta.sam.gov. The solicitation will be released on or about 04/11/2022. The response submittal address, date and time will be included in the solicitation. This project may require bonding depending on each individual task order. All prospective bidders must be currently registered in www.sam.gov and be registered and verified as SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
