Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build Expand Building 1 for Primary Care (Minor) Construction project at the Fargo VA Medical Center (VAMC) located at 2101 Elm Street, Fargo, ND 58102. PROJECT DESCRIPTION: Project involves the Expansion of Building 1 for Primary Care. This project reroutes part of the road between the Medical Center and the flood wall. Relocates the flood wall basin and road further away from the building addition to comply with 25-foot stand of requirement in the Physical Security and Resilience design manual. The flood wall will need to remain operational year-round. Foundation work includes providing helical piers to a suitable depth as noted in the contract documents. The addition is basic and provides a 2-story addition with first floor made into a Whole Health clinic space with supporting rooms and the Basement turned into mechanical space and space for EMS (offices, work rooms, lockers, etc.). ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued in mid to late October of 2022. The period of performance is approximately 540 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $5,000,000 and $10,000,000. This notice is not a request for competitive offers.
