2 The Department of Veteran Affairs (DVA or VA) Office of Construction and Facility Management (CFM) seeks industry expertise as part of an initial market research effort in refining the attached DRAFT documents in support of VA s facility programs. VA plans to work closely with industry by partnering in the execution of firm fixed price (FFP) design-build (DB) task order contracts (TOCs) outlined in this DRAFT. VA CFM plans to establish country-wide DB tools to improve and build new high performing, world-class facilities and systems to support our customers in providing quality healthcare and support to our nation s veterans. VA seeks expert industry feedback on the DRAFT RFQ documents in soliciting for highly qualified design-build teams to assist VA in improving speed to market. We recognize that by strengthening our relationships with industry the VA can apply the necessary elements to the work with speed and agility. Your feedback on VA s proposed approach will help build a capable, agile, multi-year, multi-award DB contract. VA s goal is to reduce overall program costs, and hold to known costs, while achieving an aggressive schedule utilizing a design-build (DB) approach. Through this pursuit, VA/CFM desires to take full advantage of industry standards, means and methods without compromising quality, health and life safety, and environment of care standards. The concept is to acquire expert design-build (DB) providers for VA s Major Construction (Major), Minor Construction (Minor), and Non-recurring Maintenance (NRM) Programs to cover three (3) separate regions (Eastern, Central and Western)(see attached map and chart) resulting in three (3) DB Indefinite Delivery-Indefinite Quality (IDIQ) Multiple Award Task Order Contract (MATOC) vehicles. In addition to CFM, other VA Administrations (VHA, VBA, NCA) and the National Capitol Support Office will have access to this tool for their program needs to build new, add to, or repair VA owned assets. Project scopes will be limited to capital investments less than $100M in total project cost exclusive of outfitting. The VA/CFM will determine through internal processes if an effort is at risk of exceeding the $100M threshold. Project cost limits do not include outfitting (Activations), or funds provided from other VA appropriations such as, but not limited to information technology (IT) and other low voltage systems furnished and installed by VA. The type of projects being considered for execution as part of this contract include but are not limited to new construction, new work associated with renovations or additions, additions, upgrades, repairs, refits, maintenance enhancements, equipment and component replacement, make-ready work for larger efforts, new footprint construction (adding square footage), seismic retrofit of existing facilities, renovation of existing space, upgrade of utility and building systems, non-recurring maintenance, parking garages, site improvements, and demolition. Land acquisition is not included in the scope of this MATOC. Other federal agencies may be able to access this tool where speed to market and essential design-build services are needed to serve the VA. The included documents are representative of the expected base contract language, scope and evaluation factors for qualifications, and a sample project that illustrates the kind of information describing a potential project. Projects may be executed at any VA property or VA shared service facilities, on leased land, or on DoD installations. Four RFI documents are included as part of this market research and include a DRAFT RFQ, a SAMPLE PROJECT, map and chart of proposed regions, and a Market Research Capability questionnaire. The first three of these documents are for information only and are intended to solicit industry feedback to help VA enhance solicitation of a RFQ in Q3 of FY 22 via the Market Research Capability Questionnaire. The VA intends to award the Phase 1 Base MATOC to qualified DB offerors in Q4 of FY 22. Industry feedback will be solicited in both written form (attached Market Research Capability Questionnaire) and virtually at a DB MATOC Industry Day currently scheduled for 20 APRIL 2022. Written feedback on this RFI is required by 4 April 2022 at 12:00 PM EST (local Washington DC time) to allow VA officials to provide feedback and meaningful dialogue at Industry Day. Answers to industry feedback will be published on SAM.gov. Industry Day will allow for one-on-one feedback sessions with DB teams. The Market Research Capability Questionnaire has a section to indicate a request for a one-on-one feedback session. Requests for one-on-one feedback sessions separate from the Market Research Capability Questionnaire may not be accommodated. Details on 20 APRIL 2022 Industry Day logistics will be forthcoming on SAM.gov and will be posted to this RFI site. Please return the attached Market Research Capability Questionnaire to Lara.Lutz@va.gov by 12:00 PM CST (local Chicago time) 1 April 2022. It is the intent of the VA to solicit and award the first of three base contracts for the Western Region in late FY22 with award of the first seed task order in Q1 FY23 (OCT-DEC 2023). All three (3) Regional IDIQ MATOCs will be a 1-year base contract with four 1-year option years. The expected program value of the Western Region is $3.0B over the life of the contract. The value of the other two regions is not yet determined but is expected to be greater than $3.0B for the life of the IDIQ MATOC. The Central and Eastern Regional MATOC awards with seed project task orders will follow in FY23. The scope of Design-Build (DB) services may include, but not limited to the following: design/construction documents and construction work consisting of providing all labor, equipment, and materials for a complete buildout, commissioning, and coordination with activation services on those contracts requiring outfitting interface and subsequent design or construction services. Depending on the project, options to provide post-construction maintenance of systems may be included. All DB activities are to consider joint occupancy of the site to accommodate other VA executed contracts prior to BOD especially for IT, equipment, low-voltage systems, relocated equipment and systems, security systems, furniture and artwork and other post construction installations.
