THIS IS A PRESOLICIATION NOTICE NOT A SOLICITATION A REQUEST FOR PROPOSAL WILL BE POSTED ON OR ABOUT APRIL 22, 2026 for 36C25726B0007 Upgrade Fire Alarm Campus Wide Project 674A4-21-108 The Doris Miller Department of Veteran s Affairs Medical Center currently has a requirement for a project to Upgrade Fire Alarm Campus Wide. PROJECT OVERVIEW The Doris Miller Department of VA Medical Center, at 4800 Memorial Dr, Waco, TX, 76711 currently has a requirement to replace the existing fire alarm system in its entirety with a Notifier system. All buildings will communicate to the new main Honeywell/Notifier panel within building 225. Building 225 s panel shall communicate off site to the Waco Fire Department., Waco, TX 76711. LOCATION All Work will occur at the following location: Doris Miller VA Medical Center, Waco VA Medical Center campus, 4800 Memorial Dr, Waco, TX, 76711 PERIOD OF PERFORMANCE The Government expects to award a contract and issue a notice to proceed. The project requires the tasks to be completed within 365 calendar days after issuance of Notice to Proceed (NTP). CONTRACT TYPE This award is a firm fixed price contract. DESCRIPTION OF WORK Work must include, but is not limited to the following: Contractor must be solely responsible for providing all labor, materials, supplies, transportation, tools, equipment, supervision, and construction services necessary to complete project number 674A4-21-108, Upgrade Fire Alarm Campus Wide - Waco in accordance with the statement of work and as required by drawings and specifications. Contractor s work and responsibility must include all necessary planning, scheduling, programming, administration, and management necessary to provide all construction and related services as required. Subcontractors shall conduct the work in strict accordance with the contract and all applicable Federal, State, and local laws, regulations, codes, or directives. All costs must be included in the base bid including all incidental work and materials associated with the demolition, installation, and construction in the exterior and interior of the building must be included in the base bid. Contractor must be responsible for complying with all construction documents and applicable Department of Veterans Affairs Specifications as part of this project. Contractor must perform all work in accordance with the latest Uniform Building Code (UBC), National Electrical Code (NEC), National Fire Protection Associate (NFPA) standard, Uniform Federal Accessibility Standard (UFAS), VA Standards, and local facility requirements. In the event there is a conflict between any standards/codes, Specification, construction documents, and/or the SOW, the VA is the deciding authority and will determine which clause or provision will apply. All Work must take place with minimal disruption to adjacent workspaces and all work must be coordinated with the VA prior to any work being performed. The NAICS code for this procurement is 238210 Electrical Contractors and Other Wiring Installation Contractors with a small business size standard of $19 M. The magnitude of this project is between $5,000,000,000 and $10,000,000. This project will be 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. Important Notice: Apparent successful bid must apply for and receive verification from the Veteran Small Business Certification (https://certifications.sba.gov/) program in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Small Business Administration Vet Cert program prior to submission of offer. Failure to be both VERIFIED and VISIBLE at the time of the submission of offer will result in the offeror s proposal being deemed non-responsive.
Background
The Doris Miller Department of Veterans Affairs Medical Center is seeking to upgrade the fire alarm system campus-wide. The goal of this project is to replace the existing fire alarm system entirely with a Notifier system that will ensure all buildings communicate effectively with a new main Honeywell/Notifier panel located in building 225. This panel will also communicate off-site with the Waco Fire Department, enhancing safety and emergency response capabilities.

Work Details
