Background
This project is a competitive Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside in accordance with 38 U.S.C. ยง 8127 (Public Law 109-461). The contract is issued by the Department of Veterans Affairs (VA) for the construction of a Surgical Service Space at the Portland VA Health Care Center, which aims to enhance healthcare facilities for veterans.

Work Details
The contractor shall provide all tools, equipment, materials, labor, supervision, and personnel necessary for the completion of Project 648-349 Surgical Service Space Construction. The work includes general construction tasks for the build-out of a 3,750 square feet surgical suite expansion on the second-floor roof above the lab.

Specific tasks include:
- Roof Renovation: Replace single ply membrane, insulation, and ballast (loose gravel) to match existing conditions.
- Deduct Alternate 1: Replace roofing with new insulation and single ply membrane over insulation. The project must adhere to the attached specifications and drawings.

Period of Performance
The period of performance for this contract shall be 635 calendar days after issuance of the Construction Notice to Proceed (NTP). A partial NTP will be issued at the start of the project to allow the contractor to prepare and submit pre-construction submittals.

Place of Performance
The construction projects will be performed at the Portland VA Health Care Center located at 3710 SW US Veterans Hospital Road, Portland, OR 97239.
