INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build (DBB) Minor Construction project to Relocate Women s Health Clinic and Specialty Clinics to Bldg. 50 at VA Medical Center Iowa City (ICVAMC) located at 601 US-6 W Iowa City, IA 52246. PROJECT DESCRIPTION: Contractor shall provide all tools, materials, equipment and labor necessary for completion of minor construction project 636-804 Relocate Woman s Health Clinic and Specialty Clinics to Bldg. 50 at the VA Medical Center, Iowa City, Iowa (ICVAMC) in accordance with the drawings and specifications. This project will vertically expand the newly constructed Specialty Care Addition by two levels for additional specialty care services. The Construction adds approximately 21, 840 gsf. Floor 3 will be for general specialty care exam rooms, similar to the existing two floors below. The fourth floor will be a newly-designed Women's Health Clinic and mechanical space. The space is built to comply with the Women's Health Directive and located to allow the ICVAMC to relocate the remainder of the outpatient specialty clinics to the desired PACT (Patient Aligned Care Team) model. Work includes minor demolition as well as new construction of walls, ceilings, roofs and floors, general construction, mechanical, electrical, plumbing, fire protection/suppression, controls, telecom all of which will tie into the previous building creating a complete and usable space ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the Lowest Price Technically Acceptable (LPTA) procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $45 million. The solicitation will be issued around late July 2023 to early August 2023. The period of performance is approximately 639 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers.
