This pre-solicitation notice is for Solicitation Number 36C24221B0013 - Project Number 561-16-100 Upgrade of the Acute Mental Health Ward at the VA New Jersey Healthcare Systems (NJHCS) East Orange Campus at 385 Tremont Avenue, East Orange, NJ, 07018. This requirement shall be a 100% Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, all SDVOSB's may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 236220 and has a size standard of $39.5 Million. The cost estimate range for this project is $1,000,000 and $2,000,000. Scope of Work: The Department of Veterans Affairs is seeking a responsible general contractor to provide professional construction services inclusive of all labor, material, equipment, tools, and supervision necessary to complete the gut renovations outlined in the specifications and drawings for Project 561A4-18-119 Upgrade Audiology and Eye Clinic - Building 3 at the VA NJ Health Care System, Lyons, NJ, 07939 The project is necessary to update and expand the space that is used by the Audiology and Eye clinics on the second floor of Building No. 3 at the Lyons Campus of the VA New Jersey Healthcare System. The area was originally constructed in the 1990 and has not undergone any renovation since that time. Project Completion: 180 days from the official Notice to Proceed All other details and information shall be contained in the solicitation which shall be posted on www.beta.sam.gov. The solicitation will be released on or about October 22, 2021. The response submittal address, date and time will be included in the solicitation. This project requires bonding, and all responses/submissions shall be electronic with hardcopies mailed in by a given date; faxed or hand delivered bids will not be accepted. All prospective bidders must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement. Background
The purpose of this second modification is to publish the Government's responses to the Requests for Information (RFI's) along with five supporting attachments. Due to the large number of RFI's and time required to prepare the responses, the bid opening has been extended to Friday, December 17, 2021 at 11:00 AM EST. As previously instructed, complete packages are due 15 minutes for the commencement of the bid opening (no later than 10:45 AM EST).

Work Details
The Contractor shall furnish labor, materials, equipment, tools, and supervision to accomplish the work as described in the contract documents for project number 561A4-18-119_Upgrade Audiology & Eye Clinic - the statement of work (SOW), specifications, and drawings. The work includes general construction, alterations, necessary removal of existing structures and construction and certain other items. The architectural scope of work for this project includes renovating approximately 2,400 sq. ft. of undeveloped space on the 2nd Floor of Building 3, within the Audiology and Eye Clinic Departments at the VA NJ Health Care System, Lyons, New Jersey as required by drawings and specifications.

Period of Performance is 180 days from the receipt of Notice to Proceed.
