Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) intends to solicit bids and subsequently award a single Firm-Fixed-Price contract for the EHRM Birmingham Infrastructure Upgrades construction project located at the VA Medical Center (VAMC) Birmingham, 700 South 19th Street, Birmingham, Alabama 35233-1927. PROJECT DESCRIPTION: The Birmingham VAMC is seeking a general contractor to furnish all labor, tools, material, equipment, quality control, supervision and project management to provide a variety of infrastructure improvements, to include, but not be limited to, performing architectural demolition, expansion and renovation of existing spaces, electrical upgrades; construction of new finished spaces, doors and flooring systems; structural alteration of existing structural components; installation and programming of Building Automation System (BAS) equipment and interfaces; upgrades to existing HVAC and installation of new HVAC and new plumbing; upgrades to data communication infrastructure; re-cabling of all existing data cabling within the entire campus to CAT 6A; upgrading of the fiber infrastructure backbone; physical security upgrades; and, abatement of asbestos and lead-based paint. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and offeror responses will be evaluated in accordance with sealed bidding procedures as indicated in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation is anticipated to be issued in mid to late April 2023. The period of performance duration term is 434 calendar days from the date of issuance of the Notice to Proceed (NTP). 100% design plans and specifications will be included in the solicitation package. In accordance with the disclosure requirement of Veterans Affairs Acquisition Regulations (VAAR) 836.204, the estimated price range magnitude of this construction project is between $20,000,000 and $50,000,000. This notice is not a request for competitive offers. All questions must be submitted in writing to the cognizant procurement office via email to: mary.harding@va.gov.
