Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Construction of the Substance Abuse Residential Rehabilitation Building at the Togus VA Medical Center (VAMC) located in Augusta, ME 04330. PROJECT DESCRIPTION: The contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials for the new construction of a 2-floor Substance Abuse Residential Rehabilitation Building to be located within the courtyard between Building 206 and Building 207. The new RRTP will connect to the existing campus via the Maine Street Connector at the VA Maine Health Care System. See the Drawings, Specifications and narrative located as attachments one through nine posted with this presolicitation notice. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Small Business (SB) Set-Aside. Offers received from other than SB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation is anticipated to be issued in late November 2023. The period of performance is approximately 540 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000 with the estimated cost closer to the $10,000,000 figure within the VAAR magnitude. This notice is not a request for competitive offers. All questions must be submitted in writing to the issuing office via email to both : William.henkel@va.gov and johnna.mcgraw@va.gov . Telephone calls will not be accepted. SITE VISIT ANNOUNCMENT A site visit has been planned for 10:00 AM Eastern November 17th, 2023 at the Togus VA Medical Center in Building 202 Room 204. Interested parties are encouraged to attend. A campus map be found as attachment ten (10) to this pre-solicitation notice.
