Description

INTRODUCTION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single firm-fixed-price contract for the design-bid-build minor construction project #620-334, Build New Community Living Center at the VA Hudson Valley Health Care System (VAHVHCS) Franklin Delano Roosevelt Hospital located at 2094 Albany Post Road, Montrose, NY 10548. PROJECT DESCRIPTION The contractor shall furnish all materials, equipment, supervision, and personnel necessary to accomplish the job for the demolition, hazardous material abatement, and construction of a new standalone 28 Resident Room Community Living Center (CLC) Home with mechanical penthouse, utility tunnel, screening vestibule, exterior canopy for vehicle drop-off and climate-controlled connecting corridor to Building 6. Construction practices shall comply with all VA solicitation drawings and specifications, VA regulations, procedures, and conditions for work at the medical center and any applicable codes as per requirements of all governing agencies. Work shall include selective demolition, site investigation excavation, and modifications of existing utilities and site features, roads and parking lot, walks, curbs, grading, drainage, walls, ceilings, interior and exterior site signage, exterior fencing, trades mechanical, plumbing, electrical, interior equipment, etc. debris disposal, encapsulation coatings to interior surfaces: walls, ceilings, etc., and all new architectural, civil, landscape, steel, concrete and masonry, carpentry, roofing, electrical, plumbing, mechanical, HVAC, fire sprinkler and alarm work, and other related and ancillary work for the construction of the CLC. The new CLC will be approximately 25,900 of new construction and approximately 515 square feet of renovated interior space located in the building 6 connecting corridor. Contractor shall be responsible to coordinate and schedule work that minimizes or shortens the duration of shutdowns or service interruptions and shall be expected to plan work typically during duty hours of the hospital other than abatement activities, noisy demolition or work, and utility tie-ins during off duty hours. Access and Egress at the new construction site and Building 6 shall not be impeded during any time for facility s fire protection requirements in addition to meeting the requirements of regulatory codes, laws, etc. Included in the base item work is an estimated 3,635 cubic yards of classified (rock) excavation to be performed by non-explosive demolition means and methods. ADMINISTRATIVE The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR part 15 and will be evaluated in accordance with the procedures listed in the solicitation. This procurement will be set aside based on an order of priority as established in 38 U.S.C. 8127. The solicitation will be advertised as a tiered set-aside evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) large business concerns. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in late November of 2023. The period of performance is approximately 730 calendar days from the issuance of the notice to proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
