This procurement is for the Washington Headquarters Services Acquisition Directorate (WHS/AD) Multiple Award Construction Contract (MACC) II program.

The requirement is a 100% HUBZone small business set-aside. All responsible active certified HUBZone small business concerns with an active registration in the System for Award Management (SAM), an active SECRET (or higher) facility clearance, a per-contract bonding capacity of $15 million or more, and an aggregate bonding capacity of $30 million or more are encouraged to submit proposals for consideration.

The work acquired under the MACC II indefinite-delivery, indefinite-quantity (IDIQ) contract is design-build (DB) and design-bid-build (DBB) construction, alteration, and repair of Government facilities at various locations within Washington Headquarters Services' area of responsibility. The majority of the work is in the District of Columbia, Maryland, Virginia, and Adams County, Pennsylvania.

The types of work include, but are not limited to:

  • Renovation of commercial and industrial buildings
  • Sustainment, restoration, and modernization of existing facilities and infrastructure
  • Repair of commercial and industrial buildings
  • Design and installation of furniture, fixtures, and equipment
  • Installation of energy management controls as necessary to provide turn-key construction solutions
  • Renovation and / or installation of mechanical, electrical, and plumbing systems
  • Exterior work, to include concrete and limestone installation or repair, and asphalt paving

We expect to award MACC II IDIQ contracts to several contractors. The ceiling value for each MACC II IDIQ contract is $150 million with up to a 10 year ordering period, comprised of a 3-year base period, three 2-year options, and a final 1-year option. The IDIQ contracts include provisions for on- and off-ramps.

We anticipate many fair opportunity task orders valued between $500 thousand and $15 million during the ordering period. Some task orders may be valued up to $20 million.

The minimum guarantee for each MACC II IDIQ contract is $10,000.00 for the life of the contract.

This solicitation includes exhibits and attachments with controlled unclassified information (CUI). Controlled Unclassified Information (CUI) must be safeguarded from unauthorized disclosure (E.O. 13556; 32 CFR Part 2002, DoDI 5200.48). CUI documents attached to this solicitation are restricted, and can only be downloaded by authorized parties.

Potential offerors are responsible for requesting access and following all required procedures to obtain access.

As of 9 Jul 2021, some potential offerors report problems with the SAM process for downloading restricted solicitation attachments and exhibits. Amendment 0007 establishes an alternate means of distributing Controlled Unclassified Information (CUI).

The SAM technical problem is resolved now; however, we will continue to offer this alternate means of receiving CUI documents. Potential offerors that had technical difficulties are encouraged to use SAM to retrieve documents if at all possible.

For those potential offerors that cannot download the CUI attachments and exhibits from SAM, you must do the following:

(1) Complete the DD Form 2345 to include contractor certification and DoD Official signature.

(2) Send us a copy of the completed form with the Approval Letter by email to juan.c.gomez.civ@mail.mil and kyle.r.blake5.civ@mail.mil.

Upon receipt of a complete DD Form 2345, we will transmit the CUI documents to you via the DoD Safe Access File Exchange (SAFE).

Solicitation amendment 0011 reopens the solicitation. Any offeror who previously submitted a proposal must either submit a new proposal OR submit a letter acknowledging this amendment and on or before the solicitation due date and time indicated indicating that it wishes to affirm its previously-submitted proposal.

Offerors must request a DoD Safe drop-off code consistent with Section L1.7 Electronic Data Submission Required from the Section L1.8 Electronic Data Submission Points of Contact juan.c.gomez2.civ@mail.mil and kyle.r.blake5.civ@mail.mil in advance of your submission.

Offerors that do not submit a new proposal or acknowledge this amendment and affirm a previously-submitted proposal will not be considered for award.
