Background
The Bureau of Indian Affairs (BIA) is issuing this solicitation for the Wapato Drop One Water Screens project, which is a critical component of the Wapato Irrigation Project (WIP) located near Yakima, Washington. The project aims to enhance irrigation water delivery to approximately 140,000 acres of farmland by modernizing the existing Drop 1 Pumping Plant. This facility is essential for supplying irrigation water to various canals and requires continuous monitoring and maintenance to ensure efficient operation during the irrigation season.

Work Details
The contractor will be responsible for installing traveling water screens, gate actuators, and implementing general safety improvements at the Drop 1 Pumping Plant. Key tasks include:
- Installation of automatic traveling screens to replace existing forebay trash racks, which are currently cleaned manually by staff using unsafe methods.
- Mechanical and electrical upgrades to improve operational efficiency and safety.
- Testing and commissioning of new mechanical and electrical systems.
- Heavy civil work in challenging winter environments during non-irrigation periods. The project involves working on a concrete building structure with discharge piping serving multiple canals.

Period of Performance
The contract performance period is set for 295 calendar days following the issuance of a Notice to Proceed (NTP), which will be issued within 30 calendar days after contract award.

Place of Performance
The construction projects will take place at the Drop 1 Pumping Plant, located approximately 8.2 miles south of Yakima, Washington, within the Yakima Nation Reservation.
