Valley City NFH Boreholes Project

Background
The U.S. Fish & Wildlife Service (USFWS) is seeking a contractor to drill two boreholes at the Valley City National Fish Hatchery (VCNFH) and Baldhill Dam National Fish Hatchery (BDNFH) in Valley City, North Dakota. This project aims to assess the viability of groundwater resources for future production wells, which are essential for the hatcheries' operations. The contract is set aside for small businesses and will be awarded based on the Lowest-Price Technically-Acceptable (LPTA) method.

Work Details
The contractor is required to drill two boreholes: one at VCNFH and another at BDNFH. The specific tasks include:

1. Determining if the boreholes can meet the required flow rates of 3,000 gallons per minute (gpm) for VCNFH and 2,500 gpm for BDNFH.

2. Assessing pumping quality, drawdown, and recharge rates of the boreholes.

3. Completing all necessary permits related to the borehole drilling and providing copies of submitted documents to USFWS.

4. Coordinating utility locates prior to commencing work.

5. Testing water quality at both sites using an EPA or State of North Dakota lab, unless initial pump test results indicate that hatchery demands cannot be met.

Period of Performance
The contract period of performance is from August 1, 2025, to October 31, 2025.

Place of Performance
The construction projects will be performed at Valley City National Fish Hatchery and Baldhill Dam National Fish Hatchery, both located in Valley City, North Dakota.
