The National Park Service is seeking sources to provide all materials, labor, equipment, supervision, transportation, coordination and administration necessary to install a new, complete, and fully functional floating dock assembly, with all related work and accessories at the Liberty Island West Pier within the Statue of Liberty National Monument, NY.

Background
The National Park Service is seeking sources to provide all materials, labor, equipment, supervision, transportation, coordination and administration necessary to install a new, complete, and fully functional floating dock assembly at the Liberty Island West Pier within the Statue of Liberty National Monument, NY. The goal of this project is to provide safer access for USPP and NPS vessels at Liberty Island by constructing a fully functional and complete floating dock assembly. The existing Piers, including the West Pier, are non-contributing Structures and therefore have no historic significance. All park resources (historic and non-historic) shall be protected as appropriate, not be disturbed or damaged during work and, if unexpectedly damaged, be restored to original condition and Park’s satisfaction.

Work Details
This contract requires the contractor to provide all materials, labor, equipment, supervision, transportation, coordination and administration necessary to install a new, complete and fully functional floating dock assembly. The dock shall be 50 feet in length and have a 14-foot beam with cleats to accept mooring of USPP and NPS Vessels. The contractor is responsible for fabricator/manufacturer qualifications, coordinating access and work through the Park’s Representative (COR) and the Park’s Architect-Engineer (AE)/Construction Management Representative (CMR), submitting shop drawings, samples, product manufacturer’s information and test reports as applicable for NPS review and approval.
Additionally, the contractor must store and protect all materials according to manufacturer’s requirements; erect safety signage and barricades; remove existing metal dock stairs along with some timber chocks and steel walers; supply, install and remove turbidity curtain and anchors; relocate existing sliding metal gate; clean work site on a daily basis; comply with hauling restrictions; coordinate site access with the Park and United States Park Police (USPP); provide sanitary services for contractor/sub-contractor use; prevent damage to all natural and cultural surroundings; provide testing reports as required; maintain information for project record or as-constructed drawings; provide final warranty information, maintenance data, Closeout requirements; submit a Safety plan; secure the work site/areas, materials, equipment, tools for the duration of the contract.

Period of Performance
The contract performance shall start when the contracting officer has issued a formal Notice to Proceed. The period of performance is 120 business days from Notice to Proceed (NTP).

Place of Performance
Contract work shall be performed adjacent to the existing West Pier located on Liberty Island, New York.
