SOF Battalion Operations, Phase 5 at Ft. Campbell, KY   2

This project is a Design/Build Project and is Phase 5 of a multi-phase complex. The project consists of a Battalion Headquarters, Sensitive Compartmented Information Facility, a Company BSC, and three Companies co-located in one building. The project objective is to design and construct facilities for the military that are consistent with the design and construction practices used for civilian sector projects that perform similar functions to the military projects. The project shall provide facilities to accommodate the Battalion Headquarters and Company administrative and command operations for approximately 434 personnel, complete with associated supporting utilities, storm drainage, communications, electric, HVAC, CATV, Security, Mass Notification Systems, fire protection, paving, POV Parking, walks, curbs & gutters, access drives, exterior lighting, site improvements, landscaping, and furniture. Portions of this project will be bid as options including the the procurement of the video surveillance equipment and procurement/installation of the furniture. The maximum gross area for the project is 119,900 square feet (SF) and the site is clean. Force protection (AT/FP) measures will be incorporated into the design. The performance period is 670 calendar days. The estimated price range is between $25,000,000 and $50,000,000.
This is a Best Value solicitation and the basis for award is the tradeoff process. Proposals will be evaluated by the government in accordance with the following criteria: Safety, Technical Approach, Experience, Past Performance, Management, Sustainability, and Price and Pro Forma Information. Betterments and innovations may also be evaluated.
The estimated issue date is 25 October, 2010, with an approximate proposal due date of 07 December 2010. A pre-proposal meeting is scheduled at Fort Campbell on 09 November 2010 from 1200-1400 Central Time. This solicitation will be advertised Subject to Availability of Funds (SAF).
