Background
The U.S. Fish and Wildlife Service, located in Cambridge, MD, is seeking contractors for roof replacement services at the Blackwater National Wildlife Refuge (NWR). The goal of this contract is to replace the existing roof with a new structure that meets FEMA specifications for hurricane wind resistance. This solicitation is part of a broader initiative to maintain and enhance the infrastructure of wildlife refuges, ensuring safety and compliance with federal standards.

Work Details
The contractor will be responsible for the following tasks:

1. Roof Removal and Inspection:
- Remove approximately 13,500 square feet of existing shingles and underlayment, disposing of all refuse offsite at the contractor's expense.
- Remove an antenna damaged by lightning on the east side of the building without reinstalling it.
- Remove two abandoned metal chimney pipes from the building without reinstalling them.
- Inspect subsurface integrity and replace any deteriorated or unsuitable materials up to 20 sheets of in-kind sheeting before installing new materials.

2. Installation of Standing Seam Metal or Aluminum Roof:
- Install a 24-gauge standing seam metal roof or .050 aluminum roof designed to withstand 150 mph hurricane winds per FEMA specifications.
- Ensure proper alignment and fastening according to manufacturer recommendations and industry standards. The color of the roof must be silver/gray or Regal White as per attached color charts, with premium color options left to bidder discretion.

Period of Performance
The anticipated performance period for this contract is five months, beginning on September 12, 2025, and concluding on February 27, 2026.

Place of Performance
The construction projects will be performed at Blackwater National Wildlife Refuge located at 2145 Key Wallace Drive, Cambridge, MD 21613.
