This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The purpose of this project is restoration of oyster habitat in the Great Wicomico River. Components of the restoration include obtaining fossil shell, live oyster scraping, fossil shell placement, and placement of live oyster shell. Live oyster scraping will be done with either patent tong or hand scrape and will be distributed using a conveyor belt, large vibrating chute, or clamshell bucket. Construction of the oyster habitat shall be coordinated so that the live oysters can be placed in their final position within 24 hours. Fossil shell will be obtained by hydraulic dredge from the Tribell Shoal area on the James River, deposited in barges or scows and washed to separate shell from sediment and grit, and transported to the oyster habitat restoration and construction sites in the Great Wicomico River. Approximately 31,000 cubic yards will be dredged to obtain approximately 15,000 cubic yards of fossil shell which will be transported and placed within 11.93 acres of existing oyster reef locations. The environmental permit does not allow dredging of shell from February 15 to June 15. The shell will be placed using a conveyor belt, large vibrating chute, or clamshell bucket.
