Pre-Solicitation Notice
PURPOSE: The U.S. Bureau of Reclamation, Upper Colorado Region, Four Corners Construction Office (FCCO), is issuing this pre-solicitation notice for a contemplated construction project titled: San Juan Lateral Block 4a & 4b (aka Reaches 4a &4b).
This requirement is being procured in accordance with Part 14 of the Federal Acquisition Regulations as a full-and-open competition. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. Based on market research it was determined that there were insufficient numbers of qualified small businesses with sufficient bonding capacity to perform as the prime contractor on this project, and as such, it is anticipated to be a full-and-open competition.
PROJECT DESCRIPTION: The principal components of the work are listed under the project description below:
The Navajo-Gallup Water Supply Project (NGWSP) is a major infrastructure project that once constructed, will convey a reliable municipal and industrial water supply from the San Juan River to the eastern section of the Navajo Nation, southwestern portion of the Jicarilla Apache Nation, and the city of Gallup, New Mexico via about 280 miles of pipeline, several pumping plants, and two water treatment plants.
The principal components of work for Block 4a &4b include, but are not limited to, the following:
1. Approximately 18-miles of 42-inch buried water transmission pipe.
2. Valves, air valves, and blowoffs.
3. Wash crossings.
4. Jack and bore crossings.
5. HDD crossings.
6. Precast manhole structures.
7. Concrete thrust collars.
8. Concrete blocked miter bends.
9. Concrete encased miter bends.
10. Buried manholes.
11. Road crossings.
12. Utility crossings.
13. Erosion control.
14. Corrosion Protection.
LOCATION OF THE WORK:
Reach 4A: 7-mile pipeline and appurtenances, beginning 7.5-miles southeast of Shiprock, New Mexico at Proposed San Juan Lateral Water Treatment Plant, off N-36, extending south 7-miles to Proposed San Juan Lateral Pumping Plant No.2.
Reach 4B: 10.9-mile pipeline and appurtenances, beginning 12-miles south of Shiprock, New Mexico at Proposed San Juan Lateral Pumping Plant No. 2, extending south to Proposed San Juan Lateral Pumping Plant No. 3, 20 1/2-milessouth of Shiprock, New Mexico.
NAICS AND SIZE STANDARD: The NAICS code for this project is 237110 with a small business size standard of $39.5 million.
COMPETITION: Solicitation 140R4022B0001 will be issued as a full-and-open competition using a Sealed Bidding process in accordance with Federal Acquisition Regulation (FAR) Part 14. The solicitation will require a bid guarantee. The Contract will require payment and performance bonds. Offerors must have sufficient bonding capacity.
DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The magnitude of this project is between $75,000,000 and $100,000,000.
SOLICITATION RELEASE DATE: All responsible sources may submit a proposal which shall be considered by the agency. A free, electronic copy of the solicitation is anticipated to be available on APPROXIMATELY September 23, 2022, at https://www.sam.gov/. It can be searched using solicitation number: 140R4022B0001.
SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered in SAM in order to be considered for a government contract award.
SITE VISIT: The Government intends to conduct a pre-award site visit for highly interested vendors sometime in mid-October 2022. Information regarding the site visit will be in Section L of the solicitation once released.

It is not to be construed as a commitment by the requesting party to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, bids, or quotes. No award will be made as a result of this Notice. The Government will NOT be responsible for any costs incurred by interested parties in responding to this Notice. This notice is strictly for compliance with FAR Subpart 5.2. As a result of this Notice, the Government may issue a competitive solicitation; however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to the Notice (e.g. use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement).
