Background
The U.S. Bureau of Reclamation, Upper Colorado Basin Region, Four Corners Construction Office (FCCO) is issuing this pre-solicitation notice for the Navajo-Gallup Water Supply Project (NGWSP) Intake & River Pumping Plant.

This project aims to provide a reliable municipal and industrial water supply from the San Juan River to various regions including the eastern section of the Navajo Nation, southwestern portion of the Jicarilla Apache Nation, and the city of Gallup, New Mexico.

The project is being procured with full-and-open competition due to insufficient qualified small businesses with bonding capacity to act as prime contractors.

Work Details
The principal components of work for the Intake & River Pumping Plant include:

A. Construct New River Pumping Plant:
1. Sitework, including cement-bentonite cutoff wall.
2. Steel manifold piping, including connection to existing ductile iron line pipe.
3. Metal building system and foundations.
4. Cast-in-place concrete building structures.
5. Vertical turbine pumping units.
6. Air chambers.
7. Electrical system.
8. SCADA system.
9. Water quality monitoring equipment.

B. Selective site demolition.
C. Demolition of Existing Pumping Plant.
D. Existing channel modifications:
1. Replace trash rake and sluice gate at intake.
2. Install gates.
3. Construct fish barrier weir and return channel.
4. Concrete modifications.

Period of Performance
The period of performance will be defined in the solicitation document.

Place of Performance
The work will be performed at the River Pumping Plant on the San Juan River approximately 11 miles west of Farmington, NM in San Juan County.
