Background
The Bureau of Reclamation, part of the Upper Colorado Region, is issuing this solicitation for the construction of water supply facilities through Horizontal Directional Drilling (HDD). The goal of this contract is to install a buried water transmission pipeline as part of the NGWSP Block 2-3 project, which aims to enhance water delivery systems in the region.

Work Details
The principal components of work for Block 2-3 Horizontal Directional Drilling (HDD) include:

1. HDD for a 42-inch buried water transmission pipeline crossing at Reach 2 Nenahnezad Bluff with an approximate bore length of 3,295 feet.

2. HDD for a 36-inch buried water transmission pipeline crossing including:
a. Reach 2 Shumway Arroyo with an approximate bore length of 2,000 feet;
b. Reach 2 San Juan River with an approximate bore length of 2,400 feet;
c. Reach 3 Chaco River with an approximate bore length of 2,080 feet.

The work will be performed along the Block 2-3 pipeline alignment starting south of the Frank Chee Willetto Reservoir approximately 17 miles east of Shiprock, New Mexico and terminating at the San Juan Lateral Water Treatment Plant approximately 6 miles east of the intersection of U.S. Highway 491 and Navajo Route 36 in San Juan County. The contractor must ensure turnkey pipe installation using HDD, which includes all necessary items, equipment, materials, personnel (including specialized personnel), and must provide full-time safety and quality control representatives as well as qualified survey personnel.

Period of Performance
The contract performance period is from May 20, 2026 to September 21, 2027.

Place of Performance
The construction projects will be performed along the Block 2-3 pipeline alignment in San Juan County, New Mexico.
