GENERAL:
The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a full and open basis from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the SAM.gov website https://sam.gov/content/opportunities. Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available.
The System for Award Management (www.sam.gov) website has an Interested Vendors List and a Watchlist where you can add your company s interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents.
Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a Unique Entity ID (UEI) number in order to conduct business with the Federal Government.
This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below.
Proposed Solicitation Issuance Date: Estimated on/about February 13, 2023
This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time.
Title of Project: Rehabilitate Seawalls and Shoreline, National Mall and Memorial Parks, NAMA 318722
Description: The NPS intends to award a Design-Build (DB) contract to rehabilitate of portions of failing seawall in the Tidal Basin and along West Potomac Park at National Mall and Memorial Parks in Washington, D.C., pursuant to the Federal Acquisition Regulation (FAR) Two-Phase Design-Build Selection Procedures (FAR Subpart 36.3).
Reconstruction in the Tidal Basin consists of roughly 1,200 lineal feet from the Inlet Bridge to the Thomas Jefferson Memorial seawall and roughly 800 lineal feet from the Inlet Bridge to the Franklin Delano Roosevelt Memorial, and reconstruction along the West Potomac Park seawall is roughly 6,700 lineal feet. The existing stone masonry seawall will be removed, and a new concrete seawall will be constructed along the historic alignment maintaining the historic appearance. The design will include deep foundations that can accommodate the weight of additional stone and concrete in the future, which will allow the walls to be extended vertically in response to future sea level rise or increasing storm surge elevations. The existing stone masonry from the historic wall will be salvaged and reused as facia in the reconstruction. The sidewalk around the Tidal Basin will also be replaced. The project will realign and connect existing pedestrian walkways to provide an accessible route to the rehabilitated seawall.
Type of Procurement: Two-Phase Design-Build Selection Procedures, Firm-fixed Price Contract.
This project will utilize the Design-Build (DB) delivery method, with the contract procured by competitive negotiation using a two-phase design-build selection procedure (FAR 36.2). The NPS intends to award a single contract for Design Development Phase and Construction Documents Phase services, as well as all construction work and any/all required specialty construction work. For this award process, the NPS will issue a single Solicitation inclusive of Phase 1 and Phase 2 requirements.
This contract will be issued under an unrestricted full and open procurement, available to both large and small business firms. As part of the Phase 2 proposal, large business offerors will be required to submit an acceptable small business subcontracting plan in accordance with FAR Part 19.7.
Estimated Price Range: More than $10,000,000.
Estimated Period of Performance: 1248 days after award
Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents.
A pre-proposal conference may be held and date/location will be noted in the solicitation.
