Mount Rushmore Stone Hoop Garden
PRE-SOLICITATION NOTICE:
The National Park Service, Interior Regions 3/4/5, Nekota Major Acquisition Buying Office, is issuing an Request for Quotation to Construct a Stone Hoop Native Plant Garden and Rock Wall at Mount Rushmore National Memorial. The acquisition will be conducted using Request for Quote (RFQ) Simplified Acquisition process.
SOLICITATION NUMBER: 140P6323Q0040
Project Description: This project will install a Stone Hoop Native Plant Garden to serve as a bridge of learning between Native American cultures and park visitors. The selected site will encompass approximately 2000 square feet of open ground near the entrance of the memorial. The garden construction will include site preparation, concrete flatwork for visitor access, and a 4 feet high natural stone retaining wall. The design implementation will require imported clean fill dirt, retaining wall with aluminum railing to further organize the space and protect the garden, accessible decorative concrete flat work, and six inch raised curb to create the circular shape of the Stone Hoop. Contractors will construct approximately sixty (60) linear feet of tapered dry laid stacked Gold Creek boulder maximum height in center is approximately 4 feet. Boulder thickness will be from 8 to 12 with a depth of at least 2 and will be 2 to 4 long mechanically stacked/placed (with small crane) in a random pattern. It is anticipated that the supply of Gold Creek stone may be available from sites within the local Black Hills area. Installation of three (3) drain inlets at surface of finished concrete using daylighted PVC drains. Forming, placing, and finishing approximately sixty-five (65) linear feet of six-inch-wide curb in a true 20 diameter circle to form the perimeter of the stone hoop garden. Curbing will be colored black to match flat concrete portion of the project. Demolition of approximately seven (7) linear feet of 6 concrete curb at entrance of garden that will be flush and aligned to and from existing walk to new concrete. Forming, placing, finishing approximately four hundred fifty square feet of 5 thick 4000 PSI decorative stamped colored concrete with #4 bar set at 18 on center throughout. Contractor will provide and install approximately 75 ft of 42 commercial grade aluminum fencing using posts set in 24 deep and 12 diameter concrete footings below the surface of finished concrete.
PROJECT MAGNITUDE: Anticipated to be between $100,000 and $200,000
PERIOD OF PERFORMANCE: 65 calendar days, after the issuance of the Notice to Proceed, expected to begin in September, 2023.
TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded in July timeframe Construction Wage Rate Requirements for Pennington County, South Dakota will apply.
The associated NAICS code is 238110 Poured Concrete Foundation and Structure Contractors. The small business size standard is $19 million. This project is set aside 100 % Total Small Business.
SITE VISIT: Will be noted in Solicitation package when posted to SAM.GOV.
The contracting office will not provide hardcopies or email copies of the solicitation.
REGISTRATIONS: To be awarded a contract, an offeror must have a valid UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
This pre-solicitation will be posted to SAM.GOV for 15 days. Following the pre-solicitation, the government intends to issue a formal solicitation with construction specifications on or about July 11, 2023. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow. The responses will be due approximately 30 days after the RFQ issue date. The specific date and time will be announced in the solicitation that will follow this notice.
