Background: The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is conducting a Special Site Visit in order to provide an advance showing of the project site prior to the full posting of the Solicitation. As a result, an Industry Day has been organized to highlight the upcoming project at Mount Rushmore National Memorial. This is to solicit and provide an opportunity for feedback from all interested businesses having the capability to perform the work described below. This is an upcoming requirement and is anticipated to be solicited by November 16, 2023, electronically on website at www.SAM.gov

Details: This project will alter and expand the existing wastewater treatment plant at Mount Rushmore National Memorial and enlarge the existing plant capacity for flow and treatment. The plant processes wastewater from restrooms and concession operations that serve more than 3 million visitors and is critical to all operations within the park. The plant supports essential park operations including concessions, interpretation, park housing, law enforcement, contracting, natural resources, cultural resources, and administration.

The current plant was constructed in 2001 and was designed to treat a maximum monthly average flow of 53,500 gallons per day and peak day average hourly flow of 80,000 gallons per day using the Modified Ludzack-Ettinger (MLE) treatment process. The existing treatment plant is hydraulically and organically overloaded during high volume visitation periods at the park. Wastewater volumes have increased 50% from 5.9 million gallons in 2008 to 8.9 million gallons in 2015. During high peak flows, incoming ammonia levels exceed the plant design capacities. The plant is subject to National Pollutant Discharge Elimination System (NPDES) permit requirements. New discharge permit ammonia limits and discharge temperature limits are unattainable with current plant conditions. The existing plant is currently in violation of the new permit requirements and is on a compliance schedule by the State of South Dakota.

The cost estimate that the current funding amount is based upon did not include nutrient removal to the extent that is anticipated to be ultimately required.

This project will alter and expand the existing wastewater treatment plant to provide a treatment capability meeting the State of South Dakota’s discharge requirements. Anticipated future discharge requirements for total nitrogen and phosphorus limits (nutrient limits) were evaluated during the concept phase.

Construction of facilities required to meet future nutrient limits is anticipated to be optimized within the available funding. The cost estimate that the current funding amount is based upon did not include nutrient removal to the extent that is anticipated to be ultimately required.
