Description

Rehabilitate and Expand Wastewater Treatment Plant and enlarge the existing plant capacity for flow and treatment.
Background
The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a Full and Open competitive basis. from businesses having the capability to perform the work described below. The solicitation will be issued electronically on wide Point of Entry (GPE) website at http://sam.gov. Solicitation documents will be available for download in Microsoft Word, HTML, Microsoft Excel, or Adobe PDF. Please Note: Paper copies of the solicitation will not be made available.

Work Details
This project will alter and expand the existing wastewater treatment plant at Mount Rushmore National Memorial and enlarge the existing plant capacity for flow and treatment.

The plant processes wastewater from restrooms and concession operations that serve more than 3 million visitors and is critical to all operations within the park. The plant supports essential park operations including concessions, interpretation, park housing, law enforcement, contracting, natural resources, cultural resources, and administration.

The current plant was constructed in 2001 and was designed to treat a maximum monthly average flow of 53,500 gallons per day and peak day average hourly flow of 80,000 gallons per day using the Modified Ludzack-Ettinger (MLE) treatment process.

The existing treatment plant is hydraulically and organically overloaded during high volume visitation periods at the park.

Wastewater volumes have increased 50% from 5.9 million gallons in 2008 to 8.9 million gallons in 2015. During high peak flows, incoming ammonia levels exceed the plant design capacities.

The plant is subject to National Pollutant Discharge Elimination System (NPDES) permit requirements. New discharge permit ammonia limits and discharge temperature limits are unattainable with current plant conditions.

The existing plant is currently in violation of the new permit requirements and is on a compliance schedule by the State of South Dakota.
