LOWE - Boott Cotton Mill Rehab/Repairs   2

Background
The National Park Service, Northeast Region, New England Major Acquisition Buying Office is issuing a Request for Proposal (RFP) for a construction requirement at Boott Cotton Mills National Historic Park in Lowell, MA. The goal of this contract is to rehabilitate the exterior of the Counting House, improve courtyard paving, and modernize park-wide bathrooms to enhance safety and visitor experience.

The estimated magnitude of the complete requirement is between $1,000,000.00 and $5,000,000.00. This is currently an unfunded requirement with a high expectation that funds will be available in the future.

Work Details
The work includes providing all labor, qualified supervision, materials, tools, equipment, supplies, and incidentals necessary for the following tasks:

1. Rehabilitation of pedestrian and vehicular surfaces at accessible routes and drives;
2. Landscaping and irrigation stabilization;
3. Rehabilitation of the historic Hose House;
4. Modernization of six accessible gender-neutral family restrooms at the Counting House;
5. Modernization of men's and women's restrooms on both floors of the Visitor Center;
6. Roof repairs including slate shingle replacement, gutter replacement, and repair of eave and rake trim;
7. Exterior wall repairs including brick masonry repair and repointing;
8. Window repairs including sash replacement and installation of new storm windows.

Period of Performance
The period of performance for this contract is from November 15, 2024 to December 31, 2025.

Place of Performance
The construction projects will be performed at Boott Cotton Mills National Historic Park located in Lowell, Massachusetts.
