Background
The U.S. Bureau of Reclamation, Missouri Basin (MB) Region, Eastern Colorado Area Office (ECAO), is issuing this pre-solicitation notice for a contemplated construction project titled Leadville Water Treatment Plant (LWTP). The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. The estimated magnitude of this project is between $80,000,000 and $110,000,000. The work is located on the north side of Leadville, Colorado in Lake County at the Leadville Mine Drainage Tunnel Water Treatment Plant.

Work Details
Construct and commission a new 3.2 million gallons per day (MGD) water treatment plant (WTP) adjacent to the existing 3.2 MGD WTP, then demolish the existing WTP. The work includes installation of site retaining walls, hot tap with isolation valve on an existing potable water line, potable water piping via auger bore under State highway 91, potable water piping along River Road from Colorado State Highway 91 to WTP site, new WTP building, new storage building, new diesel emergency generators, site improvements, including yard piping, duct banks, stormwater, perimeter fencing and access point modifications, relocation of two existing flammables container buildings, relocation of one 250-gallon diesel fuel storage tank and supporting structure, surface treatments, landscaping, site lighting, and restoration of construction-impacted areas.
It also involves site grading, cuts, and fills as required; receiving delivery of, storing, installing, starting up and commissioning water treatment equipment from three Government-furnished equipment supply contracts; modifying permanent power supply to WTP site; natural gas service to WTP site; site’s existing septic system; telecommunication service to WTP site; existing pond pump station to reuse existing wet well and replace pump station; replacing programmable logic controllers (PLC) hardware and program new PLCs at two existing mine drainage well pump stations; existing detention pond lining system and associated components; commissioning new WTP; plug, seal and abandon existing WTP building’s commercial well. Additionally,
it includes demolishing the existing storage building and existing WTP; removing sediment from two existing 18-inch diameter stormwater outfall lines from existing catch basins to pipe outlets.
