KALA Rehabilitate Unsafe and Failing Electrical System for Settlement   4

Background
The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals from all interested businesses having the capability to perform the work described below. The goal of this project is for a design-build contractor to upgrade and replace the electrical system as required to meet the current local utility company standards, National Electric Code (NEC), National Electrical Safety Code (NESC), Rural Utilities Service (RUS) National Electrical Testing Association (NETA), and National Electric Manufacturers Association (NEMA) industry standards, improve reliability, perform deferred maintenance, reduce future maintenance, and remove risks to employee and public safety.

Work Details
The design-build contractor will use current schematic design documents (March 2020), evaluated to be at a design level of 20%-25%, in execution of the contract. Priority for the design-build contractor is to review the constructability in one of the work zones with part of the preferred alternative in the schematic design to underground conduit/conductors to the water treatment facility and provide a report detailing the advantages and disadvantages to inform and advance compliance documents and consultation with state agencies (section 106, 107, EA, etc.) that are currently in process and to be completed by others.
A critical permit to the project is the Hawaii Conservation District Use Permit, which is up to a 10-month process after an environmental assessment. The design-build contractor will be responsible for the permit.
